Connection alert emails work again

Alert emails for new connection and sync problems work again. Some problems could previously leave the email unsent, so organization owners and admins missed the warning. Your notification preferences still apply, and there's nothing to enable. If a message asks you to reconnect an account, use Reconnect in that email. See connection health.
